cons of using the new legislation vs. traditional collective
bargaining; why are some communities using traditional bargaining
instead of the new legislation, how are joint purchase groups
dealing with the new regulations vs. individual towns and any

Working with Your Retirement Board?
This workshop
will also be presented at the MMA meeting in January to provide
local officials with practical information about the important
relationship between cities and towns and their local or regional
retirement boards. It will feature an expert presentation on the
impact of pension reform legislation, an update on OPEB funding
and other timely financial and actuarial issues. Speakers: Ted Alexiades is the Hingham town administrator, Mark
Milne is the Barnstable finance director, Dan Sherman is an
actuary with Buck Consultants

MEETING
Are
you in compliance with GASB 45: Many of the deadlines have
come and gone, liability calculations should be done, now what are
you going to do about the problem. Get the
practical over view of what should be done about the accounting
for an OPEB liability and the proper structure for an OPEB Trust
in case you are funding. In addition, find out what the
actuaries think about the most effective techniques for reducing
the OPEB liability through plan design changes. The
presentation will include an update on the new Federal program
created by the Health Care Reform legislation that will reimburse
employers who provide health insurance to retirees not eligible
for Medicare.

The GFOA
awards a Certificate of Achievement for Excellence in Financial
Reporting Program (CAFR Program) to encourage and assist state and
local governments to go beyond the minimum requirements of
generally accepted accounting principles to prepare comprehensive
annual financial reports that evidence the spirit of transparency
and full disclosure and then to recognize individual governments
that succeed in achieving that goal.
